Configure FOPE ASF options for Small Business users

Starting a couple of weeks ago, many of my newsletters and social network messages have been marked as junk--a large number of false positives. I've confirmed these are being marked as spam by FOPE by using the Mail Protection Reports for Office 365 (https://www.microsoft.com/en-us/download/details.aspx?id=30716).

After checking the headers (using this KB as a guide: http://support.microsoft.com/kb/2669119) I'm suspecting that the problem is the ASF option called "Bulk Mail" is causing these messages to go to Junk incorrectly.

This help article (https://office.microsoft.com/en-us/office365-suite-help/spam-and-virus-protection-in-office-365-small-business-HA103582250.aspx) implies like Small Business users cannot adjust the spam filtering settings provided by FOPE (e.g. cannot login to the FOPE admin site). Is this correct? Can I turn off the ASF or have the ASF disabled by support staff (e.g. you)?

If this ASF cannot be adjusted; can you provide more information on both when and why it was switched on globally? It's significantly detracting from my experience as an Office 365 user.
