Drag and Drop From the Browser

I am having an issue with E3 licenses.  Some clients are able to drag and drop documents and PDFs from a library in the web browser to an email inside their local Outlook and the function acts as a copy so the original remains inside SharePoint.  Other clients are dragging and dropping and the function acts as a move (cut and paste) so the original is no longer inside of SharePoint.

Both clients are able to properly attach documents from the browser to the email.

Both clients are using Internet Explorer

Both clients are using IE versions 9 or 10.

Any help is appreciated.
