how do you import external users into Shared Contacts

I want to share a list of hundreds of external contacts with all my users. Is there a way to import external contacts into a shared contact list, or do they have to go into the GAL? Having to add each one individually is not desirable. It's my understanding that this can be done with PowerShell, so if that is correct, is there example code that I can use?
